Who We Are
HIBC was founded in 1982 as a Texas corporation by Dr. Hilmar R. Zeissig and several associates. The company has been providing oil, gas, mining, energy, and environmental policy consulting and project management services for multinational institutions, such as the United Nations, the World Bank, and the Inter-American Development Bank, bilateral development organizations, such as the United States Trade and Development Agency, the United States Agency for International Development (USAID), and the German International Cooperation Agency (GIZ).
Our corporation has also directly contracted with and advised government agencies, industrial clients, and investors in Africa, Central Asia, Europe, the Middle East, North and South America.

HIBC draws upon its worldwide cooperation with specialized associates and strategic alliances with other consulting firms as part of a collaborative network of independent consultants. This enables the firm to offer a wide range of experiences and skills for the individual needs of each client, to tailor outstanding professional services and focus the right combination of knowledge and perspective on the specific tasks of each project.
Using its proven networking and integration skills, project management capabilities and industry knowledge, HIBC assumes overall responsibility for the development of work programs and budgets, efficient implementation of the project tasks, preparation of high-quality deliverables and continuous collaboration with the clients, donor organizations and other stakeholders.
